As it is legal to ride a bicycle on the footpath in Queensland, can you get fined for not wearing a helmet if you're not actually riding on the road?

Hey Guys, IT Tafe student here looking for some help from previous students.
Hello, Im looking to study at Tafe Southbank. I did a certificate 3 in IT networking(6 month course) there that ended in June 2016. Im looking to study again for a cert 3 IT(6 month course) in website technologies as i havent been able to find work and a friend tells me website related work is high in demand. The thing is, There are 4 units that overlap that i have done (Work Health and Safety, Implement and monitor environmentally sustainable work practices, Work and communicate effectively in an ICT environment, create user documentation). Im just wondering if anyone knows what i should do? I cant call tafe as its a weekend and im not entirely sure if i have to apply for RPL or credit transfer if im going to be studying at the same Tafe where i did my previous cert. Hoping to save $400 not doing them
