When did it become normal to charge for water in a rental?

We’re looking at renting townhouses in complexes Northside, and they’re all expecting us to pay for water. We’ve been renting in Australia for 4 years and this is the first we’ve heard of having to do this. The only place that has water included is far to the North near city limits. It seems like a money grab to me – none of these places seem like they have a lower rental cost to offset the extra bill we have to pay (and the money the landlord saves). But I know I’m naturally sceptical having come from a much more renter-friendly market. So, is this a recent phenomena, a result in the location/type of properties we’re looking at, or have we just been extraordinarily lucky in the past?
