road rules

Ive wondered about this question for many years, never got around to asking anyone. I learned to drive in a different state, hence my uncertainty. When youre at a traffic light controlled intersection and the light is green, you are wanting to turn right, there is no arrow light, and there is oncoming traffic. In south australia you can cross the line and enter the intersection, obviously if there is a break in the traffic you can turn right, but if the traffic keeps coming until the light turns red, you still have right of way and can legally turn right when the traffic clears. What makes me wonder is that a LOT of people in queensland dont take advantage of this law, and sit behind the line until the traffic clears, and just miss out on turning if the light goes red before the traffic clears.
