How does the Brisbane Hospital/Ambulance system choose where to send a person who has a medical emergency or has called 000?

I dont know exactly how this system works. When you call 000 and have an ambulance come to wherever you are, firstly, where do they choose where they dispatch the ambulance? Is it based simply on location? Do all hospitals around the brisbane region participate in this system? Does it matter whether its a private or public hospital? Secondly, what determines which hospital you are admitted into? Is it again based on location and therefore wherever the ambulance came from? Or do they have some other protocol? What happens if you go to a private hospital and dont have private health insurance? Years ago, a close family member went through three hospitals, originally being admitted into QE2, then for a brief day at Mater for surgery, and finally for a very long period at the PA, so I am familiar with hospitals hahah.
