I worked in traffic control for a few years and the main rule was simple: Only make motorists do 40 in the most dangerous and live areas of road works and for the shortest amount of time/ distance. The main reason is people will not drive 40 for ever, most people are like ok 40 ohh better actually slow down now there are real workers n stuff happening. The Kingsford smith drive area has huge cement barriers that a Road Train would have a problem moving the workers are all safe at 60. And sure if extra work near the traffic needs to be done put it to 40 for like a few hundred meters people get and respect that. But 40Kph for the entire run along the river is just insane!
