Deck replacement – engineer/council certificate?

Hi folks, I’ve got an old 6m x 3m deck out the back that is in need of replacement. Furthermore, I need to extend it from 6m to 8.5m due to a new window that was installed that has a railing in the middle of it (knew this would be the case, always planned to extend). So, as it turns out the existing deck never had a council approval(house built around 30 years ago), of which we knew when we purchased the house last year. Question, do I realllly need an approval and therefore usually $$ engineers certificate? I’m effectively replacing the old deck (still strong, just the decking boards have rotted) and support structure. Everything I’m replacing is basically thicker, wider or both. While I know the decking guidelines for spacing and thicknesses (and naturally, I’m a hardwood only kinda guy), any one else had experience in this area?
