Melbourne Cup day fascinates me (non-Australian)

As someone who is not from Australia, hearing about the event that took place yesterday fascinates me. The whole concept of dressing up in fancy clothes to watch a horse race at pubs where people bet on the winners and this entire tradition is something I’ve never heard about before. So what exactly is this about and why do people in Brisbane get involved as well? Also did I get anything wrong in my description because thats the way I saw it. Will I be received well in Brisbane as an American girl with dark skin? (picture)

I was born and raised in the U.S. but I plan to live and work in Brisbane some day! I was stuck between Brisbane and Melbourne, but the latter seems to be more fast paced and packed with more people. For a visual, I have long black hair, I am 1.626 meters tall, and I weigh 58 kilograms.
