Got no driveway. Not allowed to put skip on road. Footpath too narrow to fit skip. No Council strip. Yellow line in front of house. What do?

how to sleep in apartment with windows closed
Hey all, So I have lived in houses all my life and been able to have all the windows open at night to sleep. I moved into an apartment recently and it seems that the windows are supposed to be closed at night due to the fact that the blinds bang against the windows if they are open and you need the blinds down for privacy. The temperature at night isn’t all that hot so the air conditioning doesn’t come on if it is in cooling mode, but if I don’t have the windows open, the room gets very stuffy and I start to sweat and overheat.
