What is the legality of religious symbols within the bounds of Brisbane City Council and Government premises?

I noticed that the recently constructed Zillmere Hall (on Murphy Road heading north). Has a cross constructed into the masonry on the front facade. http://i.imgur.com/CbbpLZP.jpg I didn’t take any personal offense to it. But because it is a City Council building and I presume the council is to be secular, I was wondering if it is legal for the building to have this.
